The Charter of Athens

ARTICLE I - The Council
Section I - Membership
- A Council of Elders will be formed from the representatives of five or more clans. Each member clan may present one vampire to the council as a representative, and may determine the method of selecting this representative as they see fit.
- Such Elders must be residents of the Athens, Georgia area.
- The Founding and Primary Clans of this Council will be the Gangrel, Giovanni, Lasombra, Nosferatu, and Tremere
- Primary Members of this Council are guaranteed certain rights.
- Primary Members cannot be removed from this council.
- Should a Primary Clan not be able to supply a representative, their vote will assumed to be an abstention on any matter brought to the council.
- Secondary Clans may be added to the Council of Elders.
- To be made a Secondary Clan, there must reside at least three Vampires of that bloodline who are not of childer status claiming residence in Athens.
- Before a potential Secondary Clan is to be presented to the Council, they must choose a member of their clan to serve as their representative.
- A Secondary Clan must find a Primary Representative to sponsor their request and present it to the Council.
- Should the previous 3 requirements be met, and the decision be approved by a majority of the Council of Elders, the Clan in question will be confirmed as a Secondary Member, and will begin serving as such immediately following the vote.
- Secondary Clans can be removed from the Council of Elders as follows
- If the number of Vampires of the Clan in question who are not of childer status but do claim residence in the city of Athens drops below three, the Clan in question can be removed from the council of Elders by a majority decision.
- If the number of Vampires of the Clan in question who are not of childer status but do claim residence in the city of Athens is three or greater, a ¾ Majority is required to remove the Clan as a Secondary Member.
ARTICLE II - The Lord
Section I - The Lord
- One Vampire claiming residence in Athens, Georgia, shall be chosen by the Council of Elders to serve as the Lord of Athens.
- The Lord of Athens shall have the following responsibilities and powers
- The Lord of Athens shall be responsible for enforcing the laws of the city. He shall be the final judge on matters of interpretation and enforcement of the laws.
- The Lord of Athens shall determine the punishments for transgressions of the laws.
- The Lord of Athens may create positions to assist him in his duties. These positions derive their power from the Lord, and may not have any powers the Lord himself does not possess. Furthermore, the Lord may choose individuals to fill these positions as he sees fit.
- The Lord of Athens may grant another the right to breach any of the laws in his name.
- In the event of a tie during any Elder Council vote, The Lord of Athens may cast the deciding vote.
- Removal of the Lord
- If the Position of Lord of Athens role is currently held by an individual, a ¾ majority of the Elder Council is required to call the Lord's rule into question and hold a new election.
- Election
- Once an election is called a list of all candidates, including the current Lord if one exists, will be read before the Elder council.
- The council's representatives will then each vote for one of the listed candidates or abstain from the vote. If more than half of the Council's Members vote for a single candidate, he shall immediately receive the position of Lord of Athens.
- If no candidate obtains sufficient votes to gain the position, then a second vote shall be held between the two candidates who received the most votes. Each Council Member shall then issue a vote for one of the remaining candidates, or choose to abstain. Whichever candidate receives the most votes in the second election shall immediately be given the position of Lord of Athens.
- Until a new individual is given the position of Lord of Athens, the current Lord shall retain full powers and responsibilities.
Article III - The Laws
Section I - Introduction
- There are four laws that all vampires who dwell within the region known as Athens, Georgia will be expected to obey.
Section II - The Laws
- No vampire shall assault another in any way. This shall include any form of direct physical or mental attacks, forced conversion, or restraining one against their will.
- No vampire may take any action that risks revealing the existence of Vampires to the mortal world.
- No vampire may take any action that would significantly disrupt the normal functioning of mortal society within the city of Athens, Georgia.
- Each Vampire is responsible for the actions of any childe or ghoul that they create. This responsibility shall remain until the Lord of Athens removes it.
Article IV - Amendment
Section I - The Power to Amend
- The Elder Council has the power to modify this document.
Section II - The Amendment Process
- Changes to the Charter must be proposed by a Member of the Council.
- Any proposed changes must then be presented, in writing, to each member of the Elder Council. This document must be presented between 30 and 90 days prior to the prior to the proposal being voted upon.
- When the vote is held, 3/4 of all Members of the Elder Council must vote in favor of a change in order for the proposal to pass.
- Unless stated otherwise within the proposal, all changes will occur one week after the proposal passes. At least one week must pass before an approved proposal will take effect.
AMENDMENTS MADE CURRENTLY TO THE CHARTER
- It now requires unanimous consent of the Council of Elders to amend the Charter.
- All instances stated above that require 3/4 vote have been changed to 2/3 vote.
- The Allied Insurance Fund
Allied Insurance is a cooperative venture of the combined
clans of Athens, Georgia. This venture's goal is to prepare for
the eventuality of a major crisis concerning the Kindred of Athens
by stockpiling resources and preparing them so that should such
an occurrence arise, the Insurance AKA The Emergency Fund may be used
to combat the crisis in whatever ways are necessary, including but
not limited to researching Occult menaces, supporting the mortal
infrastructure of Athens and repairing the Masquerade.
The Allied Insurance Fund shall be driven by one with the
capabilities to organize it to its most efficient growth. As a
security precaution, the Fund shall be set-up so that the organizer,
one Bob Jones of Clan Ventrue at Allied's inception, cannot access
the fund in any way save to compound the fund or, in times of
emergency, to give the resources to those selected to control the
emergency resources, which may not include the organizer. Upon the
organizer's death, the Fund shall be passed to whomever the Council
chooses by Majority vote, with the new organizer assuming all
responsibilities and limitations named herein.
The Fund's resources may only be accessed (save in the
compounding function) in time of emergency. A state of emergency
may only be declared by the Lord of Athens or a Majority vote of
the Council. At this time the Lord and/or Council decide who shall
wield the Fund's resources to combat the emergency. The fund
organizer will give the requisite resources to those chosen for
their use. Any time the organizer doles out Fund resources, he
must present a report at the Council meeting of the next Gather.
Should the current system of Kindred administration as created by
the Giovanni be ended, this contract is null and void.
All clans represented on the Council must donate a minimum
of one influence every month to the Fund. All clans are encouraged
strongly to finance the Fund, as those who fail to support might
not gain the benefits. Any clan petitioning the Council for membership
must make a 10 influence donation to the fund along with their
petition.
The Council, by majority vote, may change the organizer of the Fund.
